The learned AGP on instructions from the Scrutiny Committee submits that still vigilance is to be conducted and the 1/2
914.WP.11044.23.odt Committee would require time of at least six weeks to decide the petitioner's proposal.

Though the petitioner is in an awkward situation inasmuch as his admission in the CAP round is about to be cancelled for want of certificate of validity, the blame lies with him as well. If his proposal has been pending with the Scrutiny Committee since 31.08.2021, the petitioner could have anticipated the present scenario and could have taken remedial steps of soliciting the direction of this Court earlier. Even this petition has been filed on 01.09.2023. Considering the exigency, by the order dated 05.09.2023 we had requested the Committee to make endeavour to decide its proposal by 14.09.2023. However, in the light of the statement made by the learned AGP, on instructions, we cannot come to the rescue of the petitioner.

The writ petition is disposed of with a direction to the Committee to decide the petitioner's proposal as has been committed by it within six weeks.
