The validation proceeding is pending. On the ground that the validity certificate is not presented, enquiry is initiated by the respondents. The learned counsel submits that the petitioner has received the vigilance report and the matter is now for hearing.

The learned A.G.P. accepts notice for all respondents.

Considering the above, we pass the following order.

The petitioner shall appear before the Scrutiny Committee on 25.09.2019 and shall file his say to the vigilance report on 25.09.2019. The petitioner shall not seek any adjournment before the Scrutiny Committee. The Scrutiny Committee shall decide the validation proceeding within a period of two (02) months from the date of appearance of the petitioner. Till the validation proceeding is decided by the Scrutiny Committee, as directed by us, the respondents / employer shall not take further coercive steps against the petitioner only on the ground that validation proceeding is pending. The respondents / employer may take further steps pursuant to the decision of the Scrutiny Committee in the validation proceeding.

Writ Petition stands disposed of accordingly. No costs.
