We dispose of this petition directing respondent No.4 to take appropriate decision on the proposal, Exhibit "A", in accordance with law, as expeditiously as possible and in any case within five weeks. Even if the proposal is not traceable in his office, he shall take decision on the basis of a copy of Exhibit "A" or may call for the proposal from the petitioner.
