Mr.Morampalle, learned counsel submits that though the Respondent does not belong to the reserved category, the benefit is being taken of the reserved category. The Respondent No.3 is not deciding the representation filed by the petitioner. The petitioner belongs to reserved category.

Mr.Adgaonkar, learned counsel for Respondent Nos.4 to 7 controverts the contentions of the learned counsel for the petitioner. 4.

In fact, the petitioner has retired long back. The petitioner is not an aggrieved party. In service matters, it is only the aggrieved party who would have right to agitate.

In light of the above, the Writ Petition is disposed of. No costs.
