Munnali and respondent No.3 Charan Tulsidas Bajaj could not be served with notice as they are not found resident on the given address. Hence, in view of nature of subject-matter as well as reasons mentioned in the application, permission is granted to serve notice to respondent Nos.1 and 3 through paper-publication. The
