Learned counsel for the applicant submits that the applicant is original claimant, was permanently disabled and his left leg was amputed. Due to financial constraints and other difficulties, the appeal could not be preferred within time. In view of above and for the reasons stated in the civil application, delay occurred in preferring first appeal is hereby condoned. Civil application is allowed and disposed of.
