The learned counsel for the petitioner submits that the proposal seeking approval to the appointment of the petitioner is pending since 2016 with respondent No.2-Education Officer.

The learned A.G.P. appears for respondent no.1.

In case, the proposal is filed by Headmaster and if the same is pending with respondent no.2-Education Officer (Exhibit-E), then respondent no.2 shall decide it on its own merits, in accordance with law and policy, expeditiously
