Mr. Gunale, the learned counsel submits that, the petitioners had filed proposals for opening a orphan centre and

2 wp 9516.11 Balgruh. The said proposals are filed in the year 2008, however, the same are not considered, wherein proposals of other institutions for the same purpose have been considered. According to the learned counsel, the proposals of the petitioners were inconformity with the Government Resolutions. The petitioners complied all the conditions.

The learned Assistant Government Pleader submits that, in case petitioners file fresh proposals, the same would be considered in accordance with law.

The proposal of the year 2008 have become stale. The proposals will be required to be inconformity with the existing guidelines, rules and directives.

In the light of that, the petitioners may file fresh proposals for opening orphan centre and Balgruh, which proposals would be considered by respondents in accordance with statute, rules, Government Resolutions and directives expeditiously and preferably within a period of nine (09) months from the date of receipt of proposals.
