Issue notice to the respondents.

Learned AGP waives service of notice for respondent no.1 and learned counsel Mr. B.S. Shinde waives service of notice for respondent nos.2 and 3. In view of the matter, notice to respondent nos.4 and 5 is not necessary.

Learned counsel for respondent nos.2 and 3 states that they have forwarded the proposal of the petitioner to the Deputy Director of Education. However, the Deputy Director of Education is not a party.

Leave granted to the learned counsel for the petitioner to add the Deputy Director of Education as a party. Learned AGP waives service of notice for the newly added respondent.

It appears that it is a fresh matter before the Deputy Director of Education. He may have other matters pending of the similar nature. Hence, it would be inappropriate to give him a deadline to take a decision.

However, in the interest of justice, the petition is allowed with a direction to the newly added respondent to decide the proposal of the petitioner within reasonable period.
