The learned Counsel for the Petitioner submits that the validation proceeding is pending since the year-2018. The vigilance is not yet conducted. The Petitioner has completed B. Tech (Civil) course. All the documents including mark sheet have been withheld. According to the learned Counsel, the Respondents be directed to issue the mark sheet and other documents.

The Petitioner shall appear before the Scrutiny Committee on 13.12.2021. The Committee shall, thereafter, endeavour to decide the

2 wp 12712.2021 proceeding expeditiously and preferably within a period of four (04) months from the date of appearance of the Petitioner. The Petitioner shall co-operate in expeditious disposal of the proceeding.

The Respondents shall not withhold the mark sheet of the Petitioner only on the ground that validation proceeding is pending. The Respondent may not issue degree certificate and other documents until the Petitioner produces the validity certificate.

The Authorities may take further steps depending upon the Judgment that would be delivered by the Committee in the validation proceeding.

Writ Petition accordingly stands disposed of. No costs.
