In case the proposals are submitted by the Institution, seeking approval to the post of the petitioners and are pending with the Education Officer (Secondary) (Page 25), then the Education Officer (Secondary) shall take decision upon it on its own merit in accordance with law expeditiously and preferably within a period of four months.
