The learned Counsel for the petitioner submits that the proposal of the petitioner is not accepted.

The Committee shall accept the proposal, if submitted by the petitioner individually also. Of course, if it is complete in all respect. 3.

The Committee shall not refuse to accept the same only on the ground that the proposal is submitted individually by the petitioner. 4.

If the proposal is submitted by the petitioner complete in all respect, individually, the Committee shall decide the same expeditiously, preferably within a period of six months from the date of submission of the proposal.
