We cannot consider the arguments of the learned Counsel for the petitioner that in his case, the hearing was conducted. The one of the members of the Committee should not be transferred. 2.

The transfer is an incidence of service. The petitioner would not have any locus to challenge the transfer of a member of the Scrutiny Committee.
