The issue in this petition is entirely academic. Now the fresh process is issued. The advertisement is inserted. Once the public notice or advertisement is inserted and the earlier process is abandoned, then, the petitioner is free to participate in the fresh exercise if it is so willing. However, we cannot revive the earlier process at the instance of the present petitioner who has no vested right and in law. The whole process as initiated earlier has been now been cancelled and a fresh process is underway.
