We have heard the learned Assistant Solicitor General and Additional Government Pleader.

Mr. Borulkar, the learned Counsel submits that the respondents be directed to implement the recommendations given in the Deshmukh Committee Report. The Cotton, Ginning and Pressing Industry is facing constraints at many places, more particularly, Beed District. The Banks are also taking steps of recovery and possession. The learned Counsel submits that the

{2} 130-WP-11500-18 State Government is extending the benefits to the sugar factories and other industries. The same benefit is also deserved to be extended to the Ginning and Pressing Industries. The report submitted by responsible person, the Ex-Minister shows that the Ginning and Pressing Industries are required to be accorded the benefits such as that benefits of waiver of interest and disbursement of loan.

Whether to give waiver of interest and to stall the recoveries would be the policies of the Government. This Court cannot direct the Government to give interest waivers to the industries run by the petitioners Association. It would be encroaching and transgressing upon the jurisdiction of the Government with regard to framing policies. It is for the State Government to consider various reports and to take decision accordingly.

In light of the above, it would not be possible for this Court to issue any directions in that regard. 5.
