Since Respondent Nos.17 and 18 have refused to accept the court notice, the same shall be treated as proper service. For the reasons set out in the Civil Application, the same is allowed.

Issue a fresh notice to Respondent Nos.4, 6 to 9, 11, 12, 19 and 20 returnable on 18.01.2019. The Petitioner shall have the said notice published in Marathi daily "Sakal", Aurangabad edition, which is one of the largest circulated newspaper in Aurangabad district. The notice shall be published at least two weeks prior to the returnable date in this matter
