ORDER :

When the matter was called out in the morning session, none appeared for the petitioner. Even in afternoon session none appears for the petitioner.

We have carefully perused prayers in the petition and we are of the prima facie opinion that the petitioner has no locus to seek direction to cause the enquiry of respondent Nos.2 and 3. Apart from it, there is more than three years' delay in fling the Writ Petition raising the grievance about not taking the decision by respondent Nos.2 and 3 on the Representation dated 15th September 2016 fled by the petitioner.

In that view of the matter, we do not think that relief can be granted to the petitioner. However, the petitioner would be free to persuade respondent Nos.2 and 3 to take decision on Representation dated 15th September 2016.

With the above observation, Writ Petition stands disposed of.
