Heard. The petitioners claim to have belonged to "Mannervarlu" Scheduled Tribe. Vide orders impugned herein,

their claims have been invalidated by the respondent Committee.

The petitioners mainly rely on the validity certificate granted by this Court and the Scrutiny Committee as well in favour of petitioners' blood relations to ultimately urge for allowing the Writ Petition.

The learned A.G.P. concedes to the fact of the petitioners' blood relations to have been granted the validity certificates.

Since this Court in two Writ Petition No.9046/2023 and 12130/2023 has directed the Scrutiny Committee to issue conditional validity certificates in favour of the petitioners therein, who are the blood relations of the petitioners before us. Moreover, the Scrutiny Committee has also granted validity certificates in favour of the other blood relations of the petitioners before us. There is no dispute about the relationship between the petitioners herein and those validity holders. We have, therefore, no option but to grant the petitioners conditions validity certificates. Hence the order :

O R D E R

(i) The Writ Petitions are partly allowed.

(ii) The orders impugned herein are quashed and set aside.

(iii) The respondent Committee is directed to issue validity certificate of "Mannervarlu" Scheduled Tribe to the petitioners immediately, which shall be subject to final outcome of the decisions to be taken by the Committee in the matter of validity holders, which it intends to reverify.
