The proposal tendered by the petitioner for verification of the Caste Certificate has been turned down by the District Scrutiny Committee on the ground that the purpose for verification of the Caste Certificate has not been stated by the petitioner. An individual belonging to the reserved category may need the validation certificate for variety of purposes like facilitating education of their ward or for securing admission of their ward in any educational institution or for any professional purposes or for securing benefits under various Schemes of the State Government. The act does not make any distinction and does not debar an

WP.11121-18.odt individual from applying for the validation certificate. The view adopted by the District Scrutiny Committee prima facie appears to be erroneous.

In this view of the matter, we direct the Respondent / District Scrutiny Committee to accept the proposal which would be tendered by the petitioner for validation of the Caste Certificate directly and shall proceed to scrutinize the same. If the petitioner tenders the proposal within a period of four weeks from today, appropriate decision shall be taken by the committee within a period of eight months from the date of receipt of this proposal.

With the directions as above, the Writ Petition is disposed of.
