The applicant seeks to condone the delay of 523 days cause in filing the appeal. Perused the reasons as stated in the application. It shows that the delay is occasioned on account of administrative reasons. The reasons as stated in the application are not controverted by filing reply. The applicant has not derived any advantage by making the delay. 3.

In that view of the matter, sufficient cause is made out. Delay deserves to be condoned. Hence, following order:

The Civil Application is allowed.
