Since an innocuous prayer is put forth, we are not issuing notice to the respondents.

This petition is disposed off with a direction that respondent No.2 should follow the due procedure, laid down in the law and after granting a reasonable opportunity of hearing and participation in the proceedings to all stakeholders, would pass an appropriate order considering all contentions of the petitioner, including the contention that identical proceedings have earlier been conducted and have

The petitioner shall serve a copy of this order on respondent No.2 within 15 days from the uploading of this order on the official website of this Court.
