The learned advocate for the petitioner submits, on specific instructions, that the petitioner is pursuing prayer clause C alone, in this petition.

Prayer clause C reads as under :- "C) By way of appropriate writ order or direction in the like nature, this Hon'ble High Court may kindly direct the respondent authorities to consider and decide the applications/ representations dated 06.02.2019 and 05.12.2019 made by petitioner, in the light of the Government Resolution dated 27.12.2018 issued by the respondent No.1."

The learned advocate representing respondent Nos.6 and 7 submits that the proposal will have to be prepared and forwarded to respondent No.2, by following a particular procedure. This exercise of preparing and forwarding the proposal can be completed within a time frame as may be suggested by the Court.

In view of the above, this Writ Petition is disposed off.

We expect respondent No.6 to forward the proposal of the petitioner, complete in all respects, to respondent No.5, on or before 21.02.2023. Respondent No.5 would then forward the proposal to respondent No.4, within two weeks thereafter. Respondent No.4 would then forward the proposal to respondent No.2, by 21.03.2023. Since respondent No.2 has to take a final decision, we expect such decision from respondent No.2 on the said proposal, on or before 31.05.2023. This exercise shall be completed in accordance with the Government Resolution dated 27.12.2018.
