According to the learned counsel for the petitioner, the proposal is forwarded by the Commissioner for Welfare of Disabled Persons to the Secretary, Social Justice and Special Assistance Department on 30th November, 2017. However, the same is not decided by respondent no. 1.

Respondent no. 1 shall take decision upon the proposal forwarded by respondent no. 2 to respondent no. 1 on 30th November, 2017, expeditiously and preferably within six (6) months.
