We are not inclined to entertain the relief claimed in term of prayer clause "B". However, we find considerable force in the arguments of learned counsel appearing for the petitioners that, though the representations dated 28th October, 2015, 11th May, 2016 and 29th August, 2016 are pending with Respondent Nos.1 and 3, the same are not yet decided.

Without entering into the merits of the contentions raised either in the Petition or in the said representations, we direct Respondent Nos.1 and 3 to decide the said representations, if already not decided, in accordance with law and on its own merits, as expeditiously as possible and preferably within three months from today.

Needless to observe that in case it is necessary to hear the representative of the concerned Department, the aforesaid Respondents shall issue notice to such representative and if necessary to the petitioner, and after adhering to the principles of natural justice shall take appropriate decision on the said representations.

With the above observations, Writ Petition stands disposed of.

The parties shall act upon authenticated copy of this order.
