We have heard the learned counsel for the petitioner and the learned counsel for the respondents. Mr. Bondar, the learned counsel for the Zilla Parishad submits that the proposal is belated, as such, the same will have to be kept before the general body and the same is scheduled in October 2017 and in the said general body the decision would be taken.
