The petitioners claim to have belonged to 'Mannervarlu', Scheduled Tribe. Their tribe certificates have been invalidated by Respondent No.2-Committee, the petitioners are therefore before us. 2.

The petitioners mainly rely on validity certificates granted in favour of their blood relations besides a pre-constitutional period revenue record indicating the forefathers to have belonged to 'Mannervarlu', Scheduled Tribe.

The learned AGP initially objected to grant the Writ Petition, she however, came around for passing the conditional order. 4.

After having considered the material on record, the fact is that Shrinivas, father of Petitioner No.2 holds the validity certificate, moreover, the cousins of petitioner no.1 have been granted validity certificates vide order dated 28.08.2023 passed by this Court in Writ Petition No.10692 of 2023. It is a conditional validity, therefore we do not propose to enter into the genuineness of the document relied on. If Narwade/

935-wp-11848-2025.odt we undertake such exercise and observe the documents to be genuine, the same may prejudice the Scrutiny Committee while appreciating the materials again in re-open cases.

In view of petitioner no.2's father and the cousin of petitioner no.1 hold the validity certificates, we are inclined to grant the petitioners conditional validity. Hence the following order :- : ORDER :

i.

Writ petition is allowed.

ii.

The impugned order dated 12.09.2025 passed by RespondentNo.2-Committee is quashed and set aside. Respondent No.2-Committee shall immediately issue validity certificates to the petitioners as belonging to 'Mannervarlu', Scheduled Tribe. It shall be subject to the decision/out come in the matters to be reopened by Respondent No.2Committee of the validity holders. iv.
