We have called for the explanation from the committee for not deciding the matter though directions were issued to decide the same in three months. The said directions were issued in the year 2010. The affidavit is filed by the Sr. Research Officer of the Committee. It appears that, after 20.10.2011 the matter was kept on 20.08.2014. It is stated that, the coram was not available in the meantime and whenever the matter was before the committee, the petitioner was seeking adjournment. The petitioner is also required to co-operate in expeditious disposal of the proceedings. The petitioner cannot on one hand protract the matter and on the other seek benefit of the same.

We have accepted the explanation given.

It is submitted that the matter is now kept on 28.11.2019, the petitioner shall appear before the Committee on 28.11.2019 along with the say to the vigilance report (if the same is not filed yet). The Committee shall decide the proceedings within six weeks from 28.11.2019, of course upon the petitioner co-operating the Committee. Depending upon the decision taken by the committee, further steps shall be taken by the employer immediately. 4.

Writ Petition stands disposed of. No costs.
