Mr. Deshpande, the learned Assistant Solicitor General raises preliminary objection that the petitioner has remedy before the Central Administrative Tribunal.

In the light of that, though Mr. Pawar, the learned counsel sought to canvass submissions on merits, so also alternate submission to the extent of prayer clause D, we are not inclined to consider the same.
