Upon hearing the learned counsel for respective parties, it is manifest that the petitioners have not filed any complaint before the Committee. It would not be possible for this Court to reappreciate the whole evidence in the Writ jurisdiction.

The petitioners may file applications/complaints with the Committee in respect of the validity issued in favour of Respondent No.3. The same may be scrutinised by the Committee and may consider the said applications/objections on its own merits after following principles of natural justice.

The Writ Petition is accordingly disposed of with aforesaid
observation. No costs.
