With consent of the parties, writ petition is allowed in terms of the following order :

ORDER

(i) Impugned order dated 16.10.2013 passed by respondent no.2/Scrutiny Committee is hereby set aside.

(ii) The matter is remanded back to the respondent no.2/Scrutiny Committee, the Scrutiny Committee shall decide the petitioner's claim on its own merits after giving full opportunity to the petitioner. (iii) The claim shall be decided within a time frame of six months from the date of receipt of copy of this order. (iv) Until the decision of the petitioner's claim, by the respondent/Scrutiny Committee, no coercive action shall be taken by

(v) Record and Proceedings be returned back to the respondent/Scrutiny Committee.

(vi) Writ Petition stands disposed of.
