Petitioner is disqualified on account of non submission of validity certificate within stipulated period. Disqualification is axiomatic. In view of that, no fault can be found in the order disqualifying the petitioner as a member of the Grampanchayat. 2.

However, considering the fact that validation proceeding is still pending as contended by the petitioner, the Committee shall decide the validation proceeding in respect of caste claim of the petitioner expeditiously preferably within six months from the date of appearance of the petitioner.

The petitioner shall appear before the Committee on 4th November, 2019. 3.

Writ petition disposed of. No costs.
