Learned Counsel for respective petitioners submits that the proposals for second time bound promotional benefits, after completion of 24 years' service, have not been considered. If, at all, the proposals have not been considered or have not been submitted, it would be open for the petitioners to submit the proposals to the Education Officer within three weeks from today. On receipt of the proposals, the Education Officer shall take appropriate decision on its own merits and in accordance with law, as expeditiously as possible and preferably within three months from the date of receipt of the proposal/s.
