The petitioner has suffered punishment by a specific order dated 20.07.2019 withholding his pension to the extent of 15%. He has approached the Office of the Chancellor of Universities, since the appeal pertaining to his grievance in relation to the Agricultural University lies with the Office of the Hon'ble Chancellor.

The learned AGP submits that there is a dilemma. The appeal of the petitioner has been treated as a "closed file" by communication dated 30.06.2021 issued by the Principal Secretary to the Governor. khs/Dec.2022/12079

- 2 - Pursuant thereto, the petitioner approached the Grievance Redressal Committee of the University which informed him by the communication dated 01.11.2021, that the delay filed in preferring the appeal cannot be condoned.

In view of the above, this petition is disposed off with liberty to the petitioner to assail the order dated 01.11.2021. All grounds and contentions are left open.
