Petitioner may file application with respondent No. 3 raising her grievance with regard to approval to the post. 2.

In case such application is filed by petitioner, respondent No. 3 shall with recommendation forward the same to respondent No. 2 within a period of two months from the date of receipt of application from the petitioner.

Respondent No. 2, on receipt of proposal, shall take decision on the same on its own merit preferably within a period of three months thereafter.
