The learned counsel for the petitioner submits that, before the Committee the hearing is concluded on 16th April, 2018 and the matter is now reserved for judgment.

In view of that, the respondents may not refuse to accept the examination form, so also shall not withhold declaration of results of the petitioner only on the ground that validation proceeding is pending. However, respondents shall not issue any documents to the petitioner till the validity certificate is submitted. The committee shall decide the validation
