In view of the above, this Petition is disposed off. 4.

We expect Respondent No.1 to decide the pending appeal of the Petitioner as early as possible and preferably within a period of 90 days from today.

Needless to state, the procedure laid down in law shall be followed and all the stakeholders would be granted a reasonable opportunity of hearing.
