The applicants, who are the legal representatives of petitioner No.1 in Writ Petition No.14503 of 2017, who is reported to be dead, seeking impleadment. However, there is delay caused in filing the present Civil Application.

Learned A.G.P. vehemently opposes the application on the ground of unexplained delay in filing the same.

However, considering the fact that the delay does not appear to be
