The name of the petitioner is not included in the Shalarth Pranali purportedly on the ground that the petitioner has not yet obtained the validity certificate. The petitioner is appointed from reserved category. 2.

It is submitted that the approval has been granted to the petitioner on 20% grant in aid. The validation proceeding is pending. The vigilance is not yet conducted. It is only after the vigilance is conducted, the petitioner can participate in the proceeding before the scrutiny committee.

In light of the above, we pass the following order.

The salary as admissible to the petitioner from the Government shall not be withheld only on the ground that the validity certificate is not submitted. The payment shall be made subject to the decision in the proceeding before the scrutiny committee for grant of validity. 5.

The committee shall decide the validation proceeding of the petitioner expeditiously and preferably within a period of six (06) months from the date of appearance of the petitioner before the committee. The petitioner shall appear before the committee on 24.12.2021.

Writ petition is disposed of. No costs.
