In our opinion, in first place, the petitioner should approach the Chief Executive Officer, Zilla Parishad, Aurangabad, however, it appears that the petitioner has not approached to the said authority and directly filed this writ petition under Article 226 of the Constitution of India. We deprecate the practice of filing such petitions. In case the petitioner is advised, he can approach to the appropriate authority 3] With the above observations, writ petition stands rejected. We make it clear that we have not entered into merits of the contentions raised in the petition.
