The learned counsel for the petitioner submits that the proposal has been given to the respondent No. 1 for increase in intake capacity of hostel. The learned counsel submits that the hostel is run for the benefit of the wards of cane cutters. The petitioner at present has intake capacity of 240. The increase in intake capacity is sought upto
