The Respondent No.4 has not appeared in the Writ Petition also. In fact, this Court in Writ Petition has issued notice to the Respondents on 30.9.2016. As yet, Respondent No.4 is not served. Thereafter, this Court on 20.10.2016, at the request of the petitioner granted leave to amend. The amendment is not carried out and today, application is filed seeking leave to amend. By the present amendment application, the petitioner seeks to challenge the communication dated 15.10.2016, issued by the Respondent No.1.

As leave to amend was already granted on 20.10.2016, we allow the present Civil Application for amendment. The Civil Application is allowed in terms of prayer clause (A). The amendment be carried out.
