In all these matters, the Petitioners are either Graduate + B.Ed or CTET qualified. Considering our extensive order dated 14.09.2023 delivered in Writ Petition No.8534/2023, these Petitioners could be eligible for self registration on the Pavitra Portal as all of them have passed the TAIT.

Shri Nikam, the learned advocate who appears for the Examination Council and Commissioner Education, has vehemently opposed these petitions contending that the notice dated 01.10.2023 is wrongly construed as an extension of the deadline, which was 30.09.2023, up to 06.10.2023. He clarifies that the said deadline is with regard to those candidates who could not complete their self registration / assessment prior to the deadline on account of the 'TET mismatch'. This extension is for such candidates. 3.
The learned advocates for the Petitioners submit that they have been filing large number of petitions in this Court which have been disposed off in between 14.09.2023 and 29.09.2023. On 30.09.2023, which was a Court holiday, this Court allowed two petitions in the afternoon after considering that 30.09.2023 was the cut-off date till 5 pm. Though this Court has been passing orders, the Examination Council and Commissioner Education, the Portal is not available so as to enable these Petitioners to register themselves. The Council has permitted such Petitioners to send their e-mails along with details, as has been recorded in paragraph 6 of a recent order dated 27.09.2023 passed in Writ Petition No.12020/2023, Akash and Others V/s. State of Maharashtra and Others. Paragraph 6 reads as under:

The learned advocate Shri Nikam submits, on instructions, that each of these Petitioners be called upon to send an individual e-mail on the e-mail address
( 4 ) "edupavitra2022@gmail.com" by setting forth their full name, their TAIT examination roll number, their cellular phone number, their Writ Petition number and the date of the order of this Court. He assures that each case would be specifically scrutinized to the extent of the eligibility for registration on the Pavitra Portal and the Petitioners would be accordingly informed." 4.
Shri Nikam submits that there is a huge rush, more so considering the orders passed by this Court since 14.09.2023. The Council is busy carrying out a verification exercise and this is taking some time. Hence, the time is extended up to 06.10.2023 only for a limited period as set out in the said notice.

Several candidates who are qualified, are unable to register themselves as the e-mail address "edupavitra2022@gmail.com" due to 'TET mismatch'. This is delaying the registration of the candidates on the Pavitra Portal.

Considering the above, we are of the view that as these Petitioners are eligible and were not aware of the various orders passed by this Court, it would be appropriate to permit them to be registered, keeping in view that for some reason the deadline has been extended up to 06.10.2023.

As such, these petitions are disposed off with liberty to the Petitioners to send their e-mails in the light of paragraph 6 re-produced above within 24 hours from today, notwithstanding whether this order is uploaded on the official website of the Bombay High Court.
