Though the matter is appearing in the order matters category, the learned advocate for the petitioner submits that during pendency of the petition a pension proposal has been forwarded by the management without issuing any no objection certificate as is expected. He adverts attention to the circular dated 21.01.2010 (Exh. 'H') which inter alia expects the Education Officer (Secondary) to take appropriate decision and steps wherever pension proposals cannot be finalized due to inaction on the part of the management.

In view of such state of affairs, we dispose of the writ petition by directing the respondent No. 2 to take appropriate decision in the peculiar facts and circumstances of the case and in the light of the observations made herein above, as early as possible and in any case within four weeks from today.
