Learned Counsel for the petitioner submits that the appeal filed by the petitioner before respondent no.03 is pending. Respondent no.02 be directed not to release the amount till the decision of the appeal.

The petitioner wants to put cart before horse. At present, the petitioner does not have any material to substantiate his claim.

In case, the petitioner has filed appeal before respondent no.03, same shall be decided on its own merits, after giving opportunity of hearing to the petitioner and interested parties, as expeditiously as possible and preferably within four months from the date of this order.

With the above directions, the writ petition is disposed of.
