Mr.Gilche, learned counsel submits that even the headmaster has forwarded the proposal to Respondent No.2 - Education Officer for seeking approval to the appointment of the Petitioner as a Junior Clerk on 7th March, 2013. However, the same is not yet decided. Learned AGP submits that in case the said proposal is pending, then the Education Officer will decide the same on its own merits. In light of the above, we pass the following order: I.

The Respondent No.2 - Education Officer shall decide the proposal (Exhibit - 'D'), if not already decided, on its own merits in accordance with law, expeditiously, preferably within four months.
