The learned counsel for the petitioner submits that the petitioner is not pressing the prayer clause B and is restricted to the extent of prayer clause C only.

The petitioner is restricting his claim to the extent of seeking directions against the respondents to decide his proposal for grant of permission to start Stds. 2, 3 and 4 on the basis of natural growth.

The proposal is forwarded by the Dy. Director of Education to the Director of Education.

The learned Assistant Government Pleader submits that, it is the State Government who can decide about the same. 5.

If the proposal of the petitioner for grant of permission to start Stds. 2, 3 and 4 (Exh. 68, Page 68) is pending with the Director of Education, he shall forward the same to the State Government within a period of three months from today and the State Government shall thereafter decide the same within six months thereafter.
