There is innocuous prayer in the petition, inasmuch as the petitioner has sought direction to respondent nos.2 to 4 to consider and decide the representation made by the petitioner on 19th October 2015.

We direct respondent nos.2 to 4 to decide the representation of the petitioner dated 19th October 2015, if already not decided, in accordance with policy of the State and on its own merits, as expeditiously as possible, however, within twelve weeks from today and communicate the decision so
