The learned counsel for the petitioner states that, the petitioner was appointed as a peon in the year 1991 and thereafter promoted as Naik in the year 1995, however, approval is granted from 1995. The other similarly situated persons subsequently granted approval with retrospective effect. 2.

We have heard the learned Additional Government Pleader also.

Other persons vide order dated 23.04.2010 have been

2 wp 11425.14 granted approval with retrospective effect only for the limited purpose of considering the earlier service, however are not given any salary or monetary benefit for the said period. 4.

The respondents can also consider the proposal forwarded by the Head Master in respect of petitioner (page 18) on the same lines.

In the light of the above, we pass the following order. 6.

The respondent/Education Officer shall consider the proposal (page 18) forwarded of the petitioner for the purpose of considering the period from 1991 to 1995 as service without any further benefit of salary and other monetary benefits. The same be considered expeditiously and preferably within a period of four
