The present writ petition has been filed for issuing writ of mandamus directing the respondents to regularize the services of the petitioners and to extend to them benefits of the Government Resolution dated 14.03.2024 issued by Public Health Department, as the petitioners have completed more than 10 years of service as Junior Civil Engineers on contract basis.

Mr. Tribhuwan, learned Central Government Counsel waives service of notice for respondent No.1, learned AGP waives service of notice for respondent No.2 and learned advocate Mr. Pulkundwar, waives service of notice for respondents No.4 and 5.

It appears that the petitioners have not filed any representation to the concerned departments. Though there may be a resolution providing for regularization of certain employees and similarly situated persons could have been extended such benefits, it is the bounden duty of the petitioners to approach the appropriate authority through the prescribed channel. We therefore dispose of the writ petition by granting liberty to the petitioners to submit representations to respondent No. 5 within a period of 15 days from today. 4.
Respondent No. 5 would thereafter process the representations as prescribed. Respondent No. 4 shall then take a decision on the said representations within a period of two months from the date of receipt of the said representations.
