Heard both the sides. The learned counsel for the applicant submits that due to administrative difficulties and particularly for securing funds from the department for Court fees and other expenses the delay has occurred.

The learned counsel appearing for the respondent original claimants has strongly resisted the application on the ground that the delay has not been explained satisfactorily. 3.

In view of the above submissions and for the reasons stated in the civil applications, delay ranging between 903 to 904 days caused in filing the first appeals is hereby condoned. Civil
